Can a blog be successful in creating a community?
I think it can, if the admin puts in enough time and work into it... just look at ProBlogger.net, millions of readers every day, and many of the comment posters know each other by name because they post so often.
However, I think it is very rare for this to happen, because it requires a lot of constant attention to keep a blog like that going... for one thing, if the blogger stops posting, readers will slowly leave. You'd have to post every single day, or even 3 or 5 times a day. You'd have to clean out "flamers" off your comment box, you'd have to install anti-spammer features... it's basily a lot mmore work than the average blogger is willing to put into their blog.
So, yes, it can be done, but it is not common, nor done easily, and shouldn't be strived for unless you have the time and energy needed to keep an active blog community going on your blog
